The Weird World came into being during fall of 1998 with the writing of M.E.'s fifth (or so) fanfic, Spatulas and Sugar. This fic, based in the universe of Yoshihiro Togashi's manga series Yu*Yu*Hakusho, introduced Mandy and Anne as "guides" in the Weird World, which was ruled by the almighty goddess Fred (read more here).

Wishing to post this and other fics by herself and her friends on the internet, M.E. founded the Wonderful World of Weird sometime in December, 1998.

Today, the Wonderful World of Weird is the Nikai (to find out why, go here), and hosts art, cartoons, and fanfiction by the CFWOWW (Crazy Fanfic Writers of the Weird World), as well as two online clubs.
